Disability parking rules change

Any person renewing a blue permanent disabled parking permit as of Oct. 1 must provide re-certification of disability on HSMV Form No. 83039. The new law does not affect red temporary disabled parking permits nor people who have disabled (wheelchair) license plates.

To replace a parking permit, you must provide re-certification of disability on HSMV Form No. 83039 along with an affidavit of loss completed on HSMV Form No. 83146.

The re-certification form must be signed and dated within the last 12 months by a physician or certifying practitioner licensed in Florida. When renewing or replacing a permit in person, identification should be provided. There is no charge to renew a permanent parking permit but a fee of $15 is charged for a replacement.
