Charlotte County impact fee refunds are clarified

February 27, 2013
Gasparilla Gazette

To the Editor:

A recent agenda item brought before the Charlotte County Board of County Commissioners on Tuesday, Feb. 12, discussed the language relating to the timing of refunds of previously paid impact fees.

Citizens should be aware that impact fees are only eligible for a refund if the county has not expended the collected funds by the end of the sixth fiscal year following payment of the impact fee. County staff tracks all payments of impact fees and citizens will be notified should a refund be appropriate.

Impact fees are used to fund the Charlotte County Capital Improvement Program, which includes projects such as improvements to our roads, fire stations and parks.

The expenditure of the fees, per state statute, is planned as part of a five-year program. The Capital Improvement Program is planned in such a way that all available revenue is used for the betterment of the community and as a result, the refund provision of the ordinance has never been used to date.
